When the neighbourhood library wanted to develop services, it invited residents to a discussion. Some wanted quiet workspaces; others wanted language cafés, children's activities or digital help. Librarians explained they had to balance needs and limited resources. They trialled activities at set times while keeping parts quiet. After months they gathered feedback. Several previously infrequent visitors began coming. They also adjusted noise levels and signage. The process showed a public space could fulfil several roles without one solution fitting everyone. What mattered most was clarifying use and continuing conversation with actual users.
